ISLAMABAD – ISLAMABAD: The unprecedented rise in the prices of building materials has caused delays in the execution of housing projects, the Ministry of Housing and Public Works told the Senate Standing Committee on Housing and Works on Monday.
The Senate Committee Meeting held in the Parliament Buildings was chaired by Senator Haji Hidayatullah and included Senator Saifullah Abro, Senator Prince Ahmed Omer Ahmedzai, Senator Fida Muhammad, Senator Saifullah Sarwar Khan Nyazee, Senator Bahramand Khan Tangi, Senator Muhammad Qasim, Maulana Abdul Ghafoor Haideri, Senator Afnanullah Khan and senior officials from the Ministry of Housing and Public Works and its related departments and agencies.
The committee discussed details of ongoing projects and reasons for delays, details of Pak PWD funds used for the Malakand division over the past 15 years, in addition to a briefing on the project at Mauza Tamma and Morian, in particularly with regard to the murder of the landowner.
Regarding the ongoing FGEHA projects, the ministry informed the committee that due to the unprecedented increase in construction material works, it was impossible to continue. It was revealed that the price adjustment in the contract as per Pakistan Engineering Council standard price adjustment guidelines did not cover the current hyper escalation of construction goods.
The committee was informed that the department was doing everything in its power to reach an amicable resolution and forwarded a summary of the issues to ECC for approval of the recommendations.
The committee was informed that another hurdle that has played a significant role in stalling projects is land acquisition issues. Members took note of the phenomenally slow progress and stressed the need for rate analysis.
The committee pointed out that the limitation of work was illegal and that the department should deal with this issue accordingly. Instructions were given to submit the details of the rate analysis of all projects to the committee. The need to set a limit for offers was asserted. A sub-committee has also been formed to examine the issue in detail.
Discussing the details of the Pak PWD funds used for the Malakand division over the past 15 years, the committee expressed concern over the documentation and requested the ministry to provide province-wide details at the next meeting.
Regarding the housing project in Mauza Tamma and Morian, the issue has been taken up by the committee to ensure that those affected are compensated. It was claimed that many measures have been taken by the FGEHA in this regard. About the murder of the landowner, it was claimed that the case should be referred to law enforcement.
Discussing the details of the Ministry of Housing and Public Works projects in Sindh, the committee recommended that the funds allocated to the province be reviewed.
